EXTRAORDINARY PUBLISHED BY AUTHORITY MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 16th September, 2019 S.O. 3292(E).—In exercise of the powers conferred under sub-section (1) of section 3 of The Control of National Highways (Land and Traffic) Act, 2002 (13 of 2003) and in supersession of the notifications of the Government of India in the Ministry of Road Transport and Highways number S.O. 2188(E) dated the 23 rd June, 2016 and S.O. 3333(E), dated 26th of October, 2016 except as respects things done or omitted to be done before such supersession, the Central Government hereby establishes Highway Administration consisting of the Officer specified in column (2) of the Table below for the entire National Highway in India to exercise the powers and discharge the functions conferred under the provisions of the said Act, namely:- Sr. No. Officer 1. Secretary to Government of India, Ministry of Road Transport and Highways - Chairperson 2. Director General (Road Development) and Special Secretary, Ministry of Road Transport and Highways – Member 3. Chairman, National Highways Authority of India – Member 4. Managing Director, National Highways Infrastructure Development Corporation Limited – Member 5. Additional Secretary and Financial Adviser, Ministry of Road Transport and Highways – Member 6. Joint Secretary (Highways), Ministry of Road Transport and Highways - Member AMIT KUMAR GHOSH, Jt. Secy. ORDER New Delhi, the 16th September, 2019 S.O. 3293(E).—In exercise of the powers conferred under sub-section (2) of section 3 of The Control of National Highways (Land and Traffic) Act, 2002 (13 of 2003), the Central Government hereby establishes the Highway Administration mentioned in column (2) of the Table given below in respect of length and limits and jurisdiction of Highway Administration under the provisions of the said Act as specified in corresponding column (3) of the Table namely:- TABLE Sr. No. Designation of the officer National Highways, length and limits thereof defining jurisdiction of Highway Administration (i) Director General (Road Development) and Special Secretary, Ministry of Road Transport and Highways For the National Highways developed and maintained directly by Ministry of Road Transport and Highways through its Project Implementation Units or the State Public Works Departments, and the Border Roads Organisation and the associated infrastructure and facilities (ii) Chairman, National Highways Authority of India (NHAI) For the National Highways entrusted to the National Highways Authority of India for development and maintenance from time to time and the associated infrastructure and facilities (iii) Managing Director, National Highways Infrastructure Development Corporation Limited (NHIDCL) For the National Highways entrusted to the National Highways Infrastructure Development Corporation Limited for development and maintenance from time to time and the associated infrastructure and facilities 2. The Project Director of the National Highway Authority of India and General Manager or Deputy General Manager of the National Highway Infrastructure Development Corporation Limited and the Executive Engineer of the National Highway Wing of the State Public Works Department shall exercise the powers and functions of the Highway Administration conferred under sections 24, 26, 27, 30, 33, 36, 37 and 43 of the said Act in respect of their respective territorial jurisdiction. 3. The Regional Officer of the Ministry of Road Transport and the Highways and the Regional Officer of the National Highway Authority of India and the Executive Director of the National Highway Infrastructure Development Corporation Limited shall exercise the powers conferred under sections 25, 28, 31 and 43 of the said Act in respect of their respective territorial jurisdiction.
