EXTRAORDINARY PUBLISHED BY AUTHORITY No. 383] NEW DELHI, TUESDAY, JANUARY 28, 2020/MAGHA 8, 1941 MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION NOTIFICATION New Delhi, the 28th January, 2020 S.O. 415(E).—In exercise of the powers conferred by sub-section (1) of Section 9 of the Indian Statistical Institute Act, 1959 (57 of 1959), the Central Government hereby constitutes a Review Committee for the Indian Statistical Institute, Kolkata with the following composition: 1. Dr. R.A. Mashelkar, National Research Professor; former Director General of Council of Scientific and Industrial Research; President, Indian National Science Academy - Chairman 2. Dr. Pronab Sen, Ex-Chief Statistician of India; Country Director, International Growth Centre India Programme - Member 3. Prof. Manindra Agrawal, Deputy Director, IIT Kanpur, Department of Computer Science and Engineering - Member 4. Ms. Sushma Nath, Ex-Finance Secretary, Government of India; Ex- Member, 14 th Finance Commission - Member 5. Shri Adil Zainulbhai, Chairman, Quality Council of India; Ex- - Member 6. Dr. Anil P Gore; Vice-President of Statistical Services, Cytel, India, ex-Professor of Statistics, Savitribai Phule Pune University - Member 7. The Terms of Reference of the said Committee are as follows: a) to review the present status of Indian Statistical Institute (ISI) in fulfillment of its objectives as an institute of national importance. b) to review the performance of various units/departments/divisions of the Institute during the last 10 years. c) to review the non-research academic programmes of the Institute, including admissions, course contents, evaluation, fees, incentivisation policy, etc. d) to review the spectrum of research activities/achievements of the Institute, including collaboration with academic institutes within and outside the country. e) to review the extent and intensity of interaction/collaboration with Government, industry and other organizations in the country, in contributing to country’s economic and social development needs as also for meeting the supply demand gap for statistical and analytical personnel. f) to review the overall governance and administrative structure of the Institute and inter- relationships between the different governing and administrative entities in the system. g) to assess the adequacy of the Institute’s financial resources, including grants from Government, revenue generation activities, and available physical assets – like land, buildings, equipment, for Institute’s activities. h) to examine the need for any amendments to the Indian Statistical Institute Act, 1959 and it’s Memorandum of Association. i) in light of the review of the above aspects, to recommend suitable measures, as also reorganization/restructuring, including the requirement of resources, to enable the Institute to play a more effective role in serving the economic and social development needs of the country. j) to report, examine and recommend on any other aspect considered relevant for effective and efficient functioning of the Institute. 3. In accordance with the provisions of Sub-section (2) of Section 9 of the Indian Statistical Institute Act, 1959, the Institute has been informed about the setting up of the Committee. 4. The Committee may settle its own procedure of work. It may appoint such sub-committees as it may consider necessary from amongst its members and may take the advice of the consultants and experts on any point on matter arising out of its terms of reference from within the country or outside, as it may deem necessary. 5. The Committee shall submit its report within six months from the date of issue of this Notification. 6. Secretarial assistance to the committee shall be rendered by Indian Statistical Institute and the headquarters of the Committee will be at New Delhi. and Published by the Controller of Publications, Delhi-110054.
