(1) These regulations may be called the National Highways Authority of India (Recruitment, Seniority and Promotion) Second Amendment Regulations, 2012. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In Regulation 11 of the National Highways Authority of India (Recruitment, Seniority and Promotion) Regulations, 1996 (hereinafter referred to as the principal regulations), afier clause (5), the following clause shall be inserted, namely:- “(6) In case of selection of officers at the level of Deputy Manger, Manager, Deputy General Manager and General Manager by direct recruitment / direct recruitment through lateral entry / absorption, the Authority may conduct selection through the Union Public Service Commission or any other recruiting agency under the Government of India. Provided that the provisions contained in Regulation 11(3) to 11(6) and 12(1) to 12(3) shall be dispensed with in case of selection through Union Public Service Commission or any other recruiting agency under me Government of India, which may follow their own laid down procedure, which shall provide for reservation for Scheduled Castes / Scheduled Tribes / Other Backward Classes and any other 'special categories of persons in accordance with the orders issued by the Central Government from time to time.” In the Schedule to the principalregulationsz- (a) against the post of Deputy General Manager (Legal), in column 7, for the heading and entry, the following heading and entry shall be substituted, namely:- Edncational qualification and experience required Educational Qualification:- Essential: A Degree in Law from a recognized University. Desirable: Master’s Degree in Law from a recognized University. Essential Exgerience:- At least six years experience in the field of Law/ Legislative matters and well versed in legal obligations relating to contractual matters and arbitrations/ claims. . (b) against the post ofManager (Legal):- (i) in column 7, for the heading and entry, the following heading and entry shall be substituted, namely:- Educational qualification and experience required Educational Qualification:- Essential: [an-qupnang“ ‘Wfimzmknl A Degree in Law from a recognized University. Desirable: Master’s Degree in Law from a recognized University. Essential Experience:- At least three years experience in the field of Law/ Legislative matters and well versed in legal obligations relating to contractual matters and arbitrations/ claims. (ii) in column 8, for the heading and entry, the following heading and entry shall be substituted, namely:- In case of recruitment by deputation/ direct recruitment, the grades from which to be made By deputation / direct recruitment from officers under the Central Government or State Governments or Unionv'ferritories or Universities or Recognized Research Institutions or Public Sector Undertakings or Semi Government or Statutory or Autonomous Organizations and other Government Bodies:- (i) holding analogous post in the pay scale of PB-3 (Rs.15600-39100) with Grade Pay Rs.6600 (in CDA pattern) on regular basis; or (ii) with three years of regular service in the post carrying the pay scale of PB-3 (Rs.15600-39100) with Grade Pay Rs.5400 (in CDA pattern); or (iii) with six years of regular service in the post carrying the pay scale of PB-Z (Rs.9300-34800) with Grade Pay Rs.4800 (in CDA pattern); or (iv) with eight years of regular service in the post carrying the pay scale of PB-2 (Rs.9300-34800) with Grade Pay Rs.4600 (in CDA pattern); and Possessing the essential educational qualification and experience stipulated in column 7. I Period ofdeputation Normally 3 years but may be extended/ curtailed with the approval of Competent Authority. 4. In the Schedule to the principal regulations, against the post of General Manager (Electronics), in column 7, for the entry, the following entry shall be substituted, namely:- Educational qualification and experience required Educational Qualification:- Degree in Electronics and Communications Engineering from a recognized University. Experience:- Essential:- Should have at least 12 years experience in dealing with works / projects related toElectronics & Communications / lnfonnation Technology in State / CentralGovernment Department / Public Sector Undertaking / Autonomous Body. Desirable: Knowledge of Testing, lnstallation / Commissioning of Electronics &Communications / IT systems. l In the Schedule to the principal regulations, the Schedules prescribing the eligibilitycriteria and qualifications for die following posts shall be inserted; namely:- “Deputy General Manager (Electronics) Deputy Manager (Technical)”. Desirable:- Knowledge of Testing, installation / Commissioning of Electronics & the post of Manager (Electronics) on a regular basis in NHAl for a period of at least 3 years. OR (2) By deputation / direct recruitment from officers under the Central Government or State Governments or Union Territories or Universities or Recognized Research institutions or Public Sector Undertakings or Semi Government or Statutory or Autonomous - Organizations and other 60vemment Bodies:- (i) holding analogous post in the pay scale of PB-3 (Rs.15600-39100) with Grade Pay Rs.7600 (in CDA pattern) on regular basis; or (ii) with three years of regular service in the post carrying the pay scale of PB—3 (Rs.]5600-39100) with Grade Pay Rs.6600 (in CDA pattern); and Possessing the educational qualifications and experience stipulated in column 7.
