In 3,154 villages, the consolidation process has been on-going for 10 or more years. This prolonged delay in the consolidation process causes numerous difficulties for farmers and disrupts government-run development projects. The main reason for the prolonged delay in consolidation is the failure of subordinate officers/employees to work smoothly according to the prescribed procedures and the failure to take cultivators into confidence at various stages of the consolidation process, which leads to unnecessary disputes and prolonged litigation. This situation is not good. The government has hoped to shorten the lengthy process under the Voluntary Consolidation Act and expedite the completion of the consolidation work. Section 53A of the Uttar Pradesh Land Consolidation Act provides for the Deputy Director of Consolidation to approve any consolidation plan voluntarily prepared by the village landholders. It has been observed that for the past several years, there has been a lack of interest in the preparation of voluntary consolidation plans in the districts. There are a sufficient number of progressive villages in each district where, with the consent of the landholders, a voluntary consolidation plan can be implemented. Therefore, in light of the above, you are requested to select at least five progressive villages in your district this year and prepare voluntary consolidation plans in them as soon as possible and complete the consolidation work. The Deputy Director of Consolidation/Settlement Officer of Consolidation will be solely responsible for implementing this plan. I am confident that your efforts will not only achieve the goal of voluntary consolidation in your district but will also inspire and accelerate the consolidation process in other villages.
