No. ME-I/A-IV/2021/69797.— In exercise of the powers conferred by Section 44 of the Haryana Agricultural Produce Markets Act, 1961 and all other powers enabling it in this behalf, the Haryana State Agricultural Marketing Board in supersession of all previous notifications, confirms and notifies the following amendments in the Bye-Laws of the Market Committees: AMENDMENTS The existing sub-clause (i) of Bye-Law No. 28 (Category ‘A’, ‘B’, ‘C’, ‘D’, ‘E’ and ‘F’) of the Bye-Laws of the Market Committees shall be substituted by the following: (i) For the services actually rendered by them in connection with sale, purchase, storage and processing of agricultural produce, different market functionaries, whether licensed or not, shall not demand or receive remuneration, in excess of the rates specified below:- “A” Commodity Number 2 (Paddy only) Incidental Charges Rate per unit (i) Unloading at mandi Platform Rs. 2.17 Rs. 2.17 (ii) Cleaning & dressing by manual Cleaning & dressing by Machine Rs. 2.25 Rs. 3.64 Note: For rendering actual services. Rs. 2.50 per hundred Note:- In case the agricultural produce is procured on MSP, the incidental charges as indicated in the table above from Sr. No. (i) to (ix) excluding Sr. No. (viii) shall be born by the purchaser whereas in case of private purchase the incidental charges indicated at Sr. No. (i) & (ii) above shall be born the the seller and incidental charges from Sr. No. (iii) to (ix) shall be born by the purchaser. Incidental Charges (Payable by the Seller) Rates Unloading Rs. 1.80 per bag Rs. 50.00 per cart Rs. 100.00 per trolley Rs. 200.00 per truck Market charges (Payable by the Buyer). These operations will be performed by Commission Agents/Kacha Arhtiyas. (i) Filling and weighing Rs. 4.00 per unit (ii) Commission Rs. 5.00 per hundred rupees Commodities: Dry & Green fodder and Babbar Grass Incidental Charges (Payable by the Seller). Rates Unloading for dry fodder only It has been observed that generally the function of unloading of green fodder is performed by the producer/seller itself. In case, of dry fodder, the unloading charges are borne by the purchaser:- Rs. 50.00 per cart Rs. 100.00 per trolley Rs. 200.00 per truck Market charges (Payable by the Buyer). These operations will be performed by Commission Agents/Kacha Arhtiyas. (i) Weighing by weigh bridge Rs. 20.00 per cart Rs. 30.00 per trolley Rs. 50.00 per truck (the charges are inclusive of empty vehicle as well) (ii) Commission Rs. 3.00 per hundred rupees Note: (1) The agricultural produce purchased by the procuring agencies shall be despatched only after weighment form the market Committee computerized weighbridge or from the private computerized weighbridge as authorized by the concerned secretary market committee. The rates of weighment is fixed at Rs. 15.00 to 30.00 per trolley, Rs. 25.00 to Rs. 50.00 per truck up to 12 tonne and for additional weight in the truck Rs. 2.00 per tonne extra which shall be paid by the procuring agency. 419 HARYANA GOVT. Weighment: (When done on the weighbridge other than that of Committee) Rs. 50.00 for loaded Truck Rs. 20.00 for loaded Cart Rs. 30.00 for empty Truck Rs. 20.00 empty Trolley and Rs. 10.00 for empty cart. 3. Unloading. Rs. 1.00 per quintal subject to maximum of Rs. 200.00 per truck and Rs. 150.00 per trolley attached to a tractor. For Category-‘F’ Only (a) The charges of unloading is meant for payment to the labour engaged for the purpose of un-loading the vehicles. This charge is to be borne by the seller. If the seller does it himself or through his own men, no such charges shall be levied. (b) If the seller and buyer agree that loaded vehicle should be un-loaded at the premises of the buyer, the seller would be entitled to transportation charges at the rates as may be mutually agreed between them. (c) If the weighment is done on the weighbridge installed by the committee, the charges for weighing shall be as fixed in Bye-law 12. (d) Wherever a weighbridge has been installed by the committee in the principal Market Yard or sub Market Yard, the vehicle shall be weighed on the weighbridge of the Market Committee. (e) The charges of commission (or Arhat) shall be levied only where the produce is bought or sold through commission agent. Commission mentioned above shall be charged only by the Kacha Arhtiya who, in consideration of commission, offers his services to sell the wood or agricultural produce by auction, displayed for the purpose.
