EXTRAORDINARY PUBLISHED BY AUTHORITY No. 1512] NEW DELHI, FRIDAY, MAY 29, 2020/JYAISTHA 8, 1942 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 28th May, 2020 S.O. 1682(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533(E), dated the 14 th September, 2006 (hereinafter referred to as the said notification), the Central Government, for the purpose of assisting the State Level Environment Impact Assessment Authority (SEIAA), Gujarat (hereinafter in this notification referred to as the said Authority), in consultation with the State Government of Gujarat, hereby constitutes the Second State Expert Appraisal Committee (hereinafter referred to as SEAC-2) from the date of publication of this notification in the official Gazette, comprising of the following Members, namely:-. (1.) Shri Akshay Kumar Saxena, Indian Forest Service (Retired) Gandhinagar - 382019, Gujarat. Chairman; Dr. Suresh Chandra Pant, Indian Forest Service (Retired) Plot No. 727/A, Sector-8, Gandhinagar - 382007, Gujarat. Member; Ex. Vice Chancellor, Gujarat University Zydus Hospital Road, Thaltej, Ahmedabad - 380059, Gujarat. Member; Shri Dhansukhbhai C. Chaudhari, Ex. Director of Industrial, Safety & Health A-26/27, Nuclear Park Society, Opposite Yash Complex, Gotri Road, Vadodara, Gujarat. Member; Ratnakar-2, Jodhpur Village, Satellite, Ahmedabad - 380015, Gujarat. Member; (6.) Shri Anand Zinzala, Plot No. 505/1, Sector- 6/B, Gandhinagar - 382006, Gujarat. The member as specified at serial number (3.), shall hold the post up to 31 st May, 2022. 3. The recommendations of the SEAC-2, shall be taken into consideration by the said Authority for its decision. 4. The Chairman and Members of the SEAC-2, shall hold office for a period of three years from the date of publication of this notification in the official Gazette. 5. The SEAC-2 shall exercise such powers and follow such procedures as are enumerated in the said notification. 6. The SEAC-2 shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the opinion of the majority shall prevail. 7. The State Government of Gujarat shall notify an agency to act as Secretariat for the SEAC-2, and shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all its statutory functions. 8. The sitting fee, travelling allowance and dearness allowance to the Chairman and Members of SEAC-2 shall be paid in accordance with the existing rules of the State Government of Gujarat.
