DA-A014/5/2016-Administration/3.—In exercise of the powers conferred by the provision to article 309 of the Constitution of India, read with Government of India, Ministry of Home Affair’s notification number S.O. 3532 dated the 24 th September, 1968 and in supersession of the recruitment rules for the post of Deputy Director (Archives) notified vide notification No. F. 2(5)/88/Archives/79 dated 11 th January, 1993 and amendment vide No. F. 2 (22)/95/Archives/ 1126 dated 1 st October, 1996 except as respects things done or omitted to be done before such supersession, the Lieutenant Governor of the National Capital Territory of Delhi, with the prior consultation of the Union Public Service Commission, is pleased to make the following rules regulating the method of recruitment to the post of Deputy Director in the Department of Delhi Archives, Government of National Capital Territory of Delhi, namely:- 1. Short Title and Commencement.-(1) These rules may called the Deputy Director (Archives), Recruitment Rules, 2020. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, its classification and level in pay matrix.-The number of the said post, itsclassification and level in pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said post, shall be as specified in the columns 5 to 11 of the said Schedule. 4. Disqualifications.-No persons, - (a) Whohas entered into or contracted marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.-Where the Government is of the opinion that itis necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.-Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard. [PART IV DELHI GAZETTE : EXTRAORDINARY 5 Whether age and educational qualification prescribed for Direct recruits will apply in the case of promotees. Period of Probation if any. Method of recruitment: whether by direct recruitment or by promotion or by deputation/ absorption and percentage of the vacancies to be filled by various methods. In case of recruitment by Grades from which to be made. If a Departmental Promotion Committee exists what is its composition. Circumstances in which, Union Public Service Commissionto be consulted in making recruitment. Not applicable. Two years for promotees. By composite method [Deputation (ISTC) plus promotion]. Composite method [Deputation (ISTC) plus promotion]: Officers from the Central Governments/Union Territory Administrations /Public Sector Undertakings / Statutory or Autonomous Bodies/Recognized Research Institutes: (a)(i) holding analogous posts on regular basis in the parent cadre/department; or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in Level-10 /Level-9 in the Pay Matrix or equivalent in the parent cadre/department; or (iii) with six years regular service in the grade rendered after appointment thereto on a regular basis in posts in Level-8 in the Pay Matrix or equivalent in the parent cadre/department; or (iv) with seven years regular service in the grade rendered after appointment thereto on a regular basis in posts in Level-7 in the Pay Matrix or equivalent in the parent cadre/department; AND (b) possessing the following educational qualifications and experience: Essential : (I) Diploma in Archives Keeping from the National Archives of India. (II) Five years experience in maintenance and management of record in an Archival Departmental Promotion Committee (for considering confirmation) consisting of:- 1.Chief Secretary, Delhi - Chairman 2. Administrative Secretary of the Department of Delhi Archives, Government of National Capital Territory of Delhi - Member 3. Spl. Secretary (Services), Government of National Capital Territory of Delhi - Member Consultation with the Union Public Service Commission is necessary on each occasion. 6 DELHI GAZETTE : EXTRAORDINARY PART IV] Desirable : Certificate Course in Micro-soft Office from Recognized Institution. Note:- The Departmental Archivist in Level-7 (Rs. 44900- 142400)in pay matrix with seven years regular service in the grade and possessing educational qualifications and experience prescribed for deputationist will also be considered along with the outsiders and in case he/she is selectedfor appointment to the post, the same shall be deemed to have been filled by promotion. (Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not to exceed four years. The maximum age limit for appointment by deputation (ISTC) shall be not exceeding 56 years, as on the closing date of receipt of applications). By Order and in the Name of the Lt.
