EXTRAORDINARY Published by Authority CHANDIGARH, MONDAY, JUNE19, 2023 (JYAISTHA 29,1945 SAKA) GOVERNMENT OF PUNJAB PUNJAB WATER REGULATION AND DEVELOPMENT AUTHORITY NOTIFICATION The 19th June, 2023 No.75340:PWRDA-PWRD0GENL/37/2021-PWRDA-BR/753.–In exercise of the powers conferred by Section 15(2) of the Punjab Water Resources (Management and Regulation) Act,2020 and all other powers enabling it in this behalf, the Punjab Water Regulation and Development Authority hereby issues the following amendment to the Punjab Groundwater Extraction and Conservation Directions, 2023 issued vide notification no. 75340/PWRDA-PWRD0GENL/37/2021-PWRDA- BR/418 dated 27.01.2023. AMENDMENT In the Punjab Groundwater Extraction and Conservation Directions, 2023: 1. In the Chapter 2 (a) In Paragraph 2.3, in sub-paragraph (C) for the word “he” the word “the User” shall be substituted. (b) In Paragraph 2.3, in sub-paragraph (D) for the word “billing” the word “payment” shall be substituted wherever occurring. 1. In Paragraph 3.2, the words “www.pwrda.org” shall be omitted. 2. For Paragraph 3.3, the following shall be substituted, namely: “3.3 TIME PERIOD FOR EXISTING UNITS TO APPLY FOR PERMISSION A User with an existing Unit shall apply to the Authority for Permission within such time period as stipulated by the Authority.” 3. In Paragraph 4.8 (a) under the heading, for the words “BILLING CYCLE AND PAYMENT SCHEDULE” the words “PAYMENT CYCLE AND SCHEDULE” shall be PUNJAB GOVT. GAZ. (EXTRA), JUNE 19, 2023 (JYST 29, 1945 SAKA) substituted. (b) For sub-paragraph-C, the following paragraph shall be substituted: “A User shall convey the water meter readings of the last working day of the month and pay the Charges to the Authority by the 20th day of the ensuing month. Note: Water meter readings shall be conveyed by a User as per schedule even if no groundwater extraction occurs in a payment cycle.” (c) In sub-paragraph-D, for the word “bills” the words “payment cycles” shall be substituted. 4. In Chapter 4 Paragraph 4.9 sub-paragraph-B, for the word “billing” the word “payment” shall be substituted and for the word “maybe” the words “may be” shall be substituted. 5. In Chapter 6, under Paragraph 6.2-point no.(v) and(vi), for the word “billing” the word “payment” shall be substituted wherever occurring. 6. In Table 6.2, under Paragraph 6.5 (a) for item under serial no.5 the following shall be substituted- “Non-submission of documents and reports as required by the Authority; any other violation pertaining to documentation and reporting.” (b) for item under serial no.11 the following shall be substituted- “Delay in payment of Groundwater Extraction Charges.” 7. In Chapter 6, the “Example: Calculation of Groundwater Compensation Charges (GCC) and delay payment charges” along with the calculations shall be deleted. 8. In Chapter7 (a) in Paragraph 7.1, in sub-paragraph (b), for the word “billing” the word “payment” shall be substituted. (b) in Paragraph 7.2, in sub-paragraph (1), for the words “3,000 cubic metres month” the words “3,000 cubic metres per month” shall be substituted. 9. In Chapter 8, in Paragraph 8.1, the word “granted” shall be omitted. 10. In Chapter 9, in Paragraph 9.3, the words “doubts are regards” shall be substituted with “doubts as regards”. 11.
