EXTRAORDINARY PUBLISHED BY AUTHORITY No. 529] NEW DELHI, WEDNESDAY, FEBRUARY 5, 2020/MAGHA 16, 1941 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 31st January, 2020 S.O. 567(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14 th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Chandigarh (hereinafter referred to as the Authority, Chandigarh) comprising of the following Members, namely:— (1) Shri Srishti Pal Vasudeva Indian Forest Service (Retired), 5795, Modern Housing Complex, Manimajra, Chandigarh. -Chairman; (2) Shri Jatinder Singh Kamyotra Ex. Director, Central Pollution Control Board, WZ 169B, Street No. 5, Varinder Nagar, New Delhi - 110058. -Member; (3) Director Department of Environment, Chandigarh Administration. -Member Secretary. 2. The Chairman and Members of the Authority, Chandigarh shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 3. The Authority, Chandigarh shall exercise such powers and follow such procedures as specified in the said notification. 4. The Authority, Chandigarh shall take its decision on the recommendations of the State Level Expert Appraisal Committee (SEAC) constituted under paragraph 5 for the Union territory of Chandigarh. 5. For the purpose of assisting the Authority, Chandigarh, the Central Government in consultation with the Government of Chandigarh, hereby constitutes the State Level Expert Appraisal Committee (SEAC) (hereinafter referred to as SEAC, Chandigarh) comprising of the following Members, namely:— (1) Prof. Siby John Department of Civil Engineering, Punjab Engineering, College, Chandigarh. -Chairman; Prof. Amrik Singh Ahluwalia Department of Botany, Punjab University, Chandigarh - 160014. -Member; (Professor and Head), Civil Engineer Department 04, National Institute of Technical Teachers Training and Research Campus, Sec. 26, Chandigarh. -Member; 104, Sector - 36 A, Chandigarh - 160036. -Member; (5) Prof. Naval Kishore Department of Geology, Punjab University, G-9, Panjab University Campus, Sector 14, Chandigarh - 160014. -Member; (6) Prof. Haripada Bhunia Department of Chemical Engineering, Thapar University B-101, Thapar Technical Campus, Patiala - 147004, Punjab. -Member; (7) Scientist ‘B’ Chandigarh Pollution Control Committee, Chandigarh. -Member; (8) Ms. Sangeeta Bagga Mehta Principal Chandigarh College of Architecture, House No. 5028, PEC, Campus, Sector - 12, Chandigarh. -Member; Assistant Professor Department of Environment Studies, Punjab University, Chandigarh. -Member; (10) Dr. Neeraj Khatri -Member; Principal Scientist and Head Institute of Microbial Technology - Centre for Animal Resources and Experimentation (Animal Facility), Institute of Microbial Technology, (11) Scientist ‘SD’ Department of Environment, Chandigarh Administration. -Secretary. 6. The member as mentioned at seril number (4), ie Maj Gen C. S. Bewli, shall hold the post till 9 th August, 2021. 7. The Chairman and Members of SEAC, Chandigarh shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 8. The SEAC, Chandigarh shall exercise such powers and follow such procedures as specified in the said notification. 9. The SEAC, Chandigarh shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 10. The Government of Chandigarh shall notify an agency to act as Secretariat for the Authority, Chandigarh and SEAC, Chandigarh and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions. 11. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Chandigarh and SEAC, Chandigarh shall be paid as per the rules of the Government of Chandigarh.
