Haryana State Pollution Control Board (Group A, B, C and D) Service (Amendment) Regulations, 2023

(EXTRA.), AUG. 11, 2023 (SRVN. 20, 1945 SAKA) 2219 HARYANA GOVERNMENT HARYANA STATE POLLUTION CONTROL BOARD Notification The 11th August, 2023 No. 2/1/2008-1Env.— In exercise of the powers conferred by sub-section (3) and (3A) of section 12 of the Water (Prevention and Control of Pollution) Act, 1974 (Act No. 6 of 1974), and Sub-Section-(4) of Section-14 of the Air (Prevention and Control of Pollution) Act, 1981, (Act, 14 of 1981) the Haryana State Pollution Control Board, with the approval of the State Government hereby makes the following regulations further to amend the Haryana State Pollution Control Board (Group A, B, C and D) Service, Regulations, 2021, namely:- 1. (1) These Regulations may be called the Haryana State Pollution Control Board (Group A, B, C and D) Service (Amendment) Regulations, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Haryana State Pollution Control Board (Group A, B, C and D) Service Regulations, 2021 (hereinafter called the said regulations), in Regulation 9, in sub-regulation (1), in heading Group-'A', the following items and entries thereunder shall be inserted before (a), namely:- "(a1) In the case of Chief Environmental Engineer; (i) 100% by Promotion from amongst Senior Environmental Engineers; or; (ii) On deputation for fixed term on usual terms and conditions as prescribed by the Government from time to time amongst the officers working on analogous posts in Central Government/State Government/Central Pollution Control Board/ State Pollution Control Board and Public Sector Undertaking owned by Central / State Government. (a2) In the case of Chief Scientific Officer; (i) 50% by Promotion from amongst Senior Scientists, or (ii) 50% on deputation for fixed term on usual terms and conditions as prescribed by the Government from time to time amongst the officers working on analogous posts in Central Government/State Government/Central Pollution Control Board/ State Pollution Control Board and Public Sector Undertaking owned by Central / State Government”. Further, entry at serial No. (a) will be renamed as serial No. a3. 3. In the said regulations in Appendix A, under column 1, 2, 3 and 4 under heading Group-'A' the following serial Nos. and entries shall be inserted before serial No. (1), namely – Further, entry at serial No. (1) will be renamed as serial No. 1c. 4. In the said regulations, in Appendix B, under column 1, 2, 3 and 4, under heading Group-'A', the following serial Nos. and entries shall be inserted before serial No. (1), namely- "1a. Chief Environmental Engineer -- By Promotion (i) Three years service as Senior Environmental Engineer. By Deputation (ii) Full time regular Bachelor Degree in First Division in Civil /Mechanical / Chemical / Environmental Engineering and Working on analogous posts in Central Government/State Government/Central Pollution Control Board/ State Pollution Control Board and Public Sector Undertaking owned by Central / State Government. (iii) Hindi/Sanskrit as one of the subjects in Matric or Hindi as one of the subjects in Higher Standards. 2220 HARYANA GOVT. GAZ. (EXTRA.), AUG. 11, 2023 (SRVN. 20, 1945 SAKA) Officer -- By Promotion (i) Three years service as Senior Scientist. By Deputation (i) Full time regular Degree in M.Sc. Chemistry/ Biochemistry/Bio Technology/Degree in Chemical Engineering and working on analogous posts in Pollution Control Board/ State Pollution Control Board and Public Sector Undertaking owned by Central / State Government. (ii) Hindi/Sanskrit as one of the subjects in Matric or Hindi as one of the subjects in Higher Standards.” Further, entry at serial No. (1) will be renamed as serial No. 1c. 5. In the said regulations, in Appendix C, under column 1, 2, 3, 4, 5, 6 and 7, under heading Group-'A', the following serial Nos. and entries shall be inserted before serial No. (1), namely- "1a. Chief Environmental Engineer Chairman 1. Major penalties. Administrative Secretary Government 2. Minor penalties. Chairman Administrative Secretary Government 1b. Chief Scientific Officer Chairman 1.
