Sir, You are aware that registration of births and deaths is mandatory under the provision of Registration of Births and Deaths (RBD) Act, 1969. Despite of death registration mandatory, national level of registration of death is only 67%, This is mainly because majority of domicile deaths including infant and female deaths are not reported for registration. 2. In this connection, your attention is also invited to the decisions taken in the National Conference of Chief Registrar of births and deaths held on 5th — 6th March, 2009 wherein recommendation No. 2.3 emphasized the need to devise suitable strategies to track down unreported / unregistered deaths. 3. To track down the unreported deaths, the States are advised to appoint the in—charge or caretaker of cremation ground / burial ground as a notifier under Section 10 of the RED Act, 1969. While sending the information by notifiers, they may be instructed to clearly mention place of death (domiciliary / Institutional) to ward off double registration. 4. You are requested to take necessary action in this regard and keep this office informed on the steps taken.
