Notification regarding Special Cow Protection Task Force

Haryana Government Gazette EXTRAORDINARY Published by Authority © Govt. of Haryana No. 116-2021/Ext.] CHANDIGARH, TUESDAY, JULY 20, 2021 (ASADHA 29, 1943 SAKA) HARYANA GOVERNMENT ANIMAL HUSBANDRY & DAIRYING DEPARTMENT Notification The 20th July, 2021 No. 2062 (CFMS)-AH-4-2021/4633.— The Governor of Haryana is pleased to notify the Special Cow Protection Task Force (SCPF) for every district and State Level Special Cow Protection Task Force Committee. The main objective of setting up the task force would be enforce “The Haryana Gauvansh Sanrakshan and Gausamvardhan Act-2015” effectively by collecting information regarding cattle smuggling and slaughtering from public and further to take prompt action on such illegal activities after specific inputs received from the public. The other major role of the Cow Protection Task Force will be to rehabilitate stray cattle of the State in Gaushalas/Nandishalas/Gau Abhyaranyas. The cattle rescued from illegal transportation, smuggling and slaughtering of cattle in the State by Special Cow Protection Task Force would be rehabilitated in the Gaushalas/ Nandishalas of the State. Executive Committee of Special Cow Protection Task Force at District Level. The Executive Committee of Special Cow Protection Task Force at District Level will comprise the following official and non-official members:- Sr. No. Special Cow Protection Task Force Committee Official Members Designation 1. Deputy Director, Animal Husbandry and Dairying Member Secretary Special Cow Protection Task Force Committee Non-Official Members 7. 3 Members nominated by Chairman, Haryana Gau Seva Aayog Member 8. 2 Members from Gauraksak Committees/renowned Gausevaks (Nominated by Deputy Commissioner) Member The SP concerned shall nominate one DSP rank officer to coordinate regarding all enforcement activities within and adjoining the Districts with regard to the Act. 1832 HARYANA GOVT. (EXTRA.), JULY 20, 2021 (ASAR. 29, 1943 SAKA) Aims & Objectives of Special Cow Protection Task Force (SCPF) 1 To prevent illegal transportation, smuggling and slaughtering of cow progeny in the District and inform to concerned authority. 2 To collect information about cow smuggling and slaughtering and inform to concerned authority for action. 3 To take legal action after specific inputs are received from the informers about such illegal activities. 4 Rescue and Rehabilitation of stray cattle. 5 Identification of stray cattle by ear tagging them with 12 digit unique tag. 6 Encouraging the Gaushala by providing possible assistance for availability of Charand/Shamlat lands for Gaushalas and growing of fodder and financial assistance to them for rehabilitation of stray cattle. The District Special Cow Protection Force (SCPF) will submit a monthly report of action taken during the month directly to the Chairman of the Gauseva Aayog through the Chairman of the committee i.e. Deputy Commissioner of the District concerned terms of the committee will be for 3 years from the date of Notification. State Level Special Cow Protection Task Force Monitoring Committee will comprise the following members:- Sr. No. Name of the Task Force Committee Member Designation 1 Chairman, Haryana Gau Seva Aayog Chairman 2 Special Secretary to Government Haryana, Revenue & Disaster Management Department. Member 6 Secretary, Haryana Gauseva Aayog Member Secretary Tenure of the Committee would be for a period of 3 years from the date of notification and its Headquarters would be at Panchkula in the office of Haryana Gauseva Aayog. The Committee would meet once in two months, to review the progress and to make out the strategy for enforcing the provisions of “The Haryana Gauvansh Sanrakshan and Gausamvardhan Act 2015” effectively in the State.
