Uttar Pradesh Shasan Parivahan Anubhag-3 In pursuance of the provisions of clause (3) of Article 348 of Constitution, the Governor is pleased to order the publication of the following English translation of Notification no. 129/2025/2853/XXX-3-2025 dated 11 December, 2025 Notification No. 129/2025/2853/xxx-3-2025 Lucknow ; Dated : 11 December, 2025 WHEREAS the Uttar Pradesh Motor Vehicles (Thirty-first Amendment) Rules, 2025 which the Governor proposes to make in exercise of the powers under sections 28, 38, 65, 96 and 138 of the Motor Vehicles Act, 1988 (Act No. 59 of 1988) read with section 21 of the General Clauses Act, 1897 (Act No. 10 of 1897) was published vide Notification no. 32/2025/1004/XXX-3-2025 dated 22 April, 2025 as required under sub-section (1) of section 212 of the aforesaid Act of 1988 inviting objections and suggestions in respect thereof within a period of thirty days from the date of publication of the said notification in the Gazette; AND WHEREAS no objection and suggestion was received from anyone within the prescribed period with respect to the proposed rules; NOW, THEREFORE, in exercise of the powers under sections 28, 38, 65, 96 and 138 of the Motor Vehicles Act, 1988 (Act No. 59 of 1988) read with section 21 of the General Clauses Act, 1897 (Act No. 10 of 1897), the Governor is pleased to make the following rules with a view to amend the Uttar Pradesh Motor Vehicles Rules, 1998, namely:- THE UTTAR PRADESH MOTOR VEHICLES (THIRTY-FIRST AMENDMENT) RULES, 2025 Short title and commencement 1. (1) These rules may be called the Uttar Pradesh Motor Vehicles (Thirty-first Amendment) Rules, 2025. (2) They shall come into force with effect from the date of their publication in the Official Gazette. Amendment of rule 3 2. In the Uttar Pradesh Motor Vehicles Rules, 1998, hereinafter referred to as the "said rules", for the existing rule 3 set out in Column-I below, the rule as set out in Column-II shall be substituted, namely :- (Existing rule) (Rule as hereby substituted) Licensing authority 3. The licensing authority shall be the Regional Transport Officer or the Assistant Regional Transport Officer or such Regional Inspector or the Assistant Regional Inspector of the Transport Department as is authorised by the Regional Transport Officer or the Assistant Regional Transport Officer to perform the duties of a licensing authority under this chapter. Licensing authority 3. The licensing authority shall be the Regional Transport Officer or the Assistant Regional Transport Officer or such Motor Vehicle Inspector of the Transport Department as is authorised by the Regional Transport Officer or the Assistant Regional Transport Officer to perform the duties of a licensing authority under this Chapter. Amendment of rule 19 3. In the said rules, for the existing rule 19 set out in Column-I below, the rule as set out in Column-II shall be substituted, namely :- (Existing rule) (Rule as hereby substituted) Licensing authority Licensing authority 19. The licensing authority under Chapter III of the Act shall be the Regional Transport Officer or the Assistant Regional Transport Officer or such Regional Inspector or the Assistant Regional Inspector of the Transport Department as is authorised by the Regional Transport Officer or the Assistant Regional Transport Officer to perform the duties of a licensing authority. 19. The licensing authority under Chapter III of the Act shall be the Regional Transport Officer or the Assistant Regional Transport Officer or such Motor Vehicle Inspector of the Transport Department as is authorised by the Regional Transport Officer or the Assistant Regional Transport Officer to perform the duties of a licensing authority. Amendment of rule 37 4. In the said rules, for the existing sub-rule (1) of rule 37 set out in Column-I below, the sub-rule as set out in Column-II shall be substituted, namely :- (Existing sub-rule) (Sub-rule as hereby substituted) (1) The registering authority shall be the Regional Transport Officer or Assistant Regional Transport Officer or such Regional Inspector of the Transport Department as is authorised by the Regional Transport Officer or Assistant Regional Transport Officer to perform the duties of the registering authority under the provisions of the Act and the rules made there under. (1) The registering authority shall be the Regional Transport Officer or Assistant Regional Transport Officer or such Motor Vehicle Inspector of the Transport Department as is authorised by the Regional Transport Officer or Assistant Regional Transport Officer to perform the duties of the registering authority under the provisions of the Act and the rules made there under.
