JUDGMENT

When the case is taken up today, the counsel for the 7^th respondent submitted that necessary licence and permits have been obtained by the 7^th respondent which are required to obtain under the Explosives Rules. A licence in Form L3 and a copy of the order passed by the Additional District Magistrate on 21.10.2025 are also placed before me. If the petitioner is aggrieved by the licenses issued, he may challenge the same in appropriate proceedings.

This writ petition is disposed of, directing the respondents 1 and 2 to consider Ext.P2 complaint and pass orders within three weeks from the date receipt of a copy of this judgment. The right of the petitioner to challenge the licenses issued to the 5^th respondent is left open.
