The petitioner was entrusted with the supply and erection of 12-metre LED High mast lights, as per Ext.P2 contract entered into between the Secretary of the Municipality and the Company, of which the petitioner is the General Manager. As per Ext.P3 dated 20.04.2018, the Secretary of the Municipality found, after a physical inspection that the installation was done under the specifications. A completion certificate was also granted on 02.05.2018 as Ext.P5 by the Kerala State Electricity Board which confirms that one single-phase connection has been given to the High mast light installed in front of Puthenpally Junction, Erattupetta in favour of the Secretary Municipality. The Municipality has also given Ext. P6 completion certificate certifying that the installation was successful. As per Ext.P7, the work completion report stated that the contract was completed at a cost of Rs. 4.7 lakhs. Ext.P8 is the request made by the petitioner before the District Collector for sanctioning Rs. 4.75 lakhs. Ext.P9 inspection report of the Assistant Engineer of the PWD Electrical Wing also certifies that the electrical fittings, materials and accessories were provided and installed at the site and found that they were working normally. Thereafter by Ext.P11, dated 04.10.2019, the Municipality had called for certain details from the petitioner, long after giving the completion certificate and certifying that the work was successfully completed.
