continued traffic problems; and in such a situation, as per the provisions under the Kerala Police Act, 2011, a Traffic Regulatory Committee meeting was convened, in which the panchayat authorities, police authorities, political leaders, trade union representatives, Vyapari Vyavasayi Samithy members etc. participated, wherein it was decided to issue an identification card to all authorized drivers. Accordingly, all taxi drivers having licence, badge and other documents to drive their taxi, were asked to produce the same before the police authorities so as to issue PGP cards. According to the panchayat, they are not collecting any money from any person for the said service. It is pointed out that the petitioners 1 and 3 have also collected PGP cards bearing Nos.39 and 119 respectively; and the second petitioner is issued with a drivers’ identity card. According to the fourth respondent, the impugned notices were issued strictly in accordance with the decision of the Traffic Regulatory Committee and they have not demanded any amount. It is further contended that it was the Traffic Regulatory Committee, who decided to issue identity cards, consequent to which the Employees Coordination Committee collected some nominal amount for the badge.
