of a Workshop Superintendent shall be at par with the Assistant Professor and with the qualification prescribed for the Assistant Professor in Mechanical/Production Engineering. As per the clause, the different levels of the post are Workshop Superintendent (entry level), Workshop Superintendent (Senior Scale), Workshop Superintendent (Selection Grade), Associate Professor (Workshop), and Professor (Workshop). It can thus be seen that AICTE treats the post as a teaching post. As per clause 5.1(a), the minimum qualification for direct recruitment as an Assistant Professor is Engineering/Technology is BE/B.Tech./B.S. and M.E./M.Tech/ M.S. or Integrated M.Tech. in relevant branch with first class or equivalent in any one of the degrees. According to the petitioner, he has the requisite qualifications for appointment as Workshop Superintendent. He is aggrieved by the appointment of the 5th respondent as Workshop Superintendent and contends that the 5th respondent has only Graduation and does not have a Post Graduation. It is submitted that going by the AICTE Regulations, post-graduation is a required qualification.
