study the problem and to get a report from the Environmental Engineer, and give a copy of the report to both the parties, hear them and pass final orders. Pursuant to Ext.P3 order, the petitioner was issued with Ext.P4 notice directing him to shut down the cattle shed within a period of 7 days. Against the same, the petitioner has submitted Ext.P5 reply before the 1st respondent. Thereafter, challenging Ext.P4, petitioner has approached this Court by filing W.P.(C) No.29918/2013 which was disposed of as per Ext.P7 judgment, directing the respondents to furnish the petitioner with a copy of the report of the Environmental Engineer, in compliance with the directions contained in Ext.P3 order and to pass final orders in the matter, after affording an opportunity of being heard to the petitioner. It is further directed that till a decision as directed above is taken in the matter, Ext.P4 notice issued by the 1st respondent shall not be enforced. The 1st respondent, without issuing any notice and without affording an opportunity of being heard to the petitioner, issued Ext.P8 final order directing the petitioner to remove the two cows from his house. It is challenging Exts.P4 and P8 communications issued by the 1st respondent, the present writ petition has been filed.
