Petitioners stated to have submitted applications Ext.P1 series for registration as headload workers to the Assistant Labour Officer.

Issue notice before admission. I do not intend to issue notice to the Welfare Board to defray the cost of litigation, moreover, as and when the proceedings by the labour officer are initiated, the Welfare Board would be called for consideration of the application.

Without expressing any opinion on the merits of the matter, I dispose of the writ petition by issuing direction to respondent No.1 to take a call on the applications of the petitioners for registration

as headload workers in accordance with the provisions of headload workers Rules, 1981.
