The above ban orders were issued awaiting the report of the Committee appointed by the Govt for assessing the work load of the Non-Teaching staff. It is further clarified in the circular that, the Non- teaching staff need not submit application for promotion until further orders. Though, there was a post of LD.Clerk lying vacant w.e.f. 15.12.2000, based on 1986 staff pattern, due to the above ban order issued as per the above circular dated 5.12.2000, your request for promotion w.e.f. 17.1.2002 could not be considered. As per the approved staff pattern of the college bearing No.E6-45453/05/Coll.Edn, dated 07.12.2005, there are only 5 posts of Clerk including 2 posts of U.D.Clerk in the college. The staff pattern has been prescribed considering the work load as on 05.12.2000 also. In the above circumstance, vacancy as on 05.12.2000 has been assessed based on the criteria prevailing prior to de-linking of the Pre-Degree courses. Since there are excess staff as per the new staff pattern, your request for promotion with retrospective effect could not be granted. In the above circumstance, it is hereby inform you that, the application submitted by you referred (2) above has been rejected by the Guruvayur Devaswom Administrative Committee.
