appointment was approved on 31.03.2012. While so, a regular vacancy of UPSA arose in the school on 02.06.2014, and another vacancy arose due to the promotion of the senior most teacher. Sri. Khayis raised a claim for an appointment from 02.06.2014 in the regular vacancy. The manager, however, appointed Smt. A. Shakeela and Smt. Rajeena, the respondents 5 and 6 in this writ petition, against the two regular vacancies and Sri. Khayis was thrown out of service. Later, one Pookunju, who had availed leave, rejoined duty on 01.01.2018. In the meanwhile, disciplinary proceedings were initiated by the manager against Sri. Khayis and the same were challenged by the delinquent. Sri. Khayis came out successful, and he had to be reinstated with all monetary benefits. Later, the Government considered the claim of Sri. Khayis for appointment in the regular vacancy which arose in the school and orders in his favor were passed. Sri. Khayis thereafter approached this Court seeking implementation of the order. Respondents 5 and 6 had also approached this Court along with the manager challenging the orders passed by the Government. This Court had considered the entire issues and passed Ext.P11 judgment holding as follows:
