The petitioner states that he is working as HST(Hindi) in St.Paul's High School, Nariyapuram. The aforesaid school is under the management of the 5th respondent. He contends that he entered service on 01.09.1992 and is due to retire on 31.05.2023. Alleging insubordination, the Manager has issued Ext.P4 show-cause notice to the petitioner. He furnished Ext.P5 explanation. However, the Manager without adverting to the explanation offered by the petitioner herein, suspended the petitioner for a period of 15 days. He contends that without appreciating the facts and circumstances, the DEO confirmed the order. He contends that thereafter the 5th respondent initiated disciplinary proceedings and without complying with statutory provisions, issued Ext.P9 order imposing a penalty of withholding of increments for a period of six months. Though the matter was challenged before the 4th respondent, the order passed by the lower authority was confirmed. The petitioner contends that being aggrieved by Exts.P9 and P10 orders, the petitioner has preferred Ext.P11 statutory appeal before the 3rd respondent which is stated to be pending. It is in the afore circumstances that this writ petition is filed seeking to quash Exts.P6, P7, P9, and P10 orders and for incidental reliefs.
