The petitioner states that he commenced his continuous approved service as Upper Primary School Assistant (UPSA) with effect from 5.7.1982 at the Sarvodaya Higher Secondary School, Eachome. He was promoted as Headmaster from 1.4.2010 onwards against a retirement vacancy. However, due to the non-approval of appointment of Sri. P.C.Velayudhan as Headmaster, the approval was declined. However, later, by Ext.P1 Government Order, approval was granted. Though he was appointed as HSST (Junior) from 1.12.2011 to 22.3.2013 and as HSST from 23.2.2013 to 10.4.2013, approval was declined on the ground that no approval has been granted to the post of Headmaster. The petitioner asserts that the period that he had worked as HSST (Jr.) and HSST is also liable to be regularised as Headmaster. The petitioner states that raising his grievances, the petitioner submitted Ext.P11 request before the 1st respondent. However, by a one-line letter, the request made by the petitioner was rejected. The petitioner asserts that none of the relevant aspects were considered by the 1st respondent while rejecting his request by Ext.P12 order. Being aggrieved, the petitioner is stated to have preferred Ext.P13 review petition, which is stated to be pending. It is in the afore circumstances that this writ petition is filed seeking directions.
