The petitioner is the owner of a plywood manufacturing unit. For the purpose of starting small scale rubber wood based manufacturing unit, the petitioner had submitted an application before the 2^nd respondent on 15.5.2017. The 2^nd respondent is said to have conducted certain inquiries for the purpose of granting license under Rule 4 of the Kerala Forest (Regulation of Sawmills and Other Wood-based Industrial Units) Rules, 2021. The petitioner has completed the construction of the building for housing the proposed unit and has obtained Consent to Establish from the Pollution Control Board also. The writ petition is filed aggrieved by the inordinate delay in considering the application for licence.
