It is submitted that, the appointment in Co-operative Societies to the posts below to that of the junior clerk as peon, Night Watchman, sales man etc., can be done as provided in circular number 79/11 dated 09.11.2011 issued by the Registrar of Cooperative Societies. As per the circular appointment in the Cooperative Institutions has to be effected only inviting applications through advertisement in leading dailies having vide circulations in that area, The written test shall be conducted by an outside agency” having expertise or knowledge or experience in “the field of co. operation which may also include individuals. The application inviting advertisement for appointing night watchman & salesman were published in Janayugam and Madhyamam dailies. Likewise the application inviting to the post of Attender and peon were published in Depika and Deshabhimani dailies. It is also stated that the written test was conducted by an outside agency. Navajyothi Samskarika Sevana Sahaya Samanwayavedi No.ALP/TC/687/2012, Charumood P.O. was the outside agency which conducted the written test. The president of that outside agency is a retired Deputy Registrar of Co-operative Societies and Secretary is one Inspector of Co-operative Societies.
