The petitioner claims to have volunteered to donate his Kidney to one Harshad, S/o Aalikutty, who requires urgent organ transplantation surgery. The procedure for voluntary donation of organs prescribed under the Transplantation of Human Organs and Tissues Act, 1994, requires the donor to produce an identification certificate issued by the Village Officer. The petitioner submitted Ext.P1 application along with Ext.P2 model identification certificate. The petitioner’s grievance is that the Village Officer is refusing to issue the photo identification certificate, despite repeated request.

Learned Counsel for the petitioner drew attention to Ext.P3 judgment rendered under similar circumstances.

Considering the limited relief sought and taking into account Ext.P3 judgment rendered under similar
