members of the 7th respondent. All the members who had applied for membership in the respondents 4 and 5 banks were admitted/enrolled as the members of the new 7th respondent bank. The bifurcation was conducted and completed under the supervision and control of the statutorily appointed officers. Membership registers on branch wise basis were finalised. Thereafter, Form 6B registers were prepared by the 7th respondent on branch wise basis. The process of preparation of such registers by assigning specific numbers to each branch are detailed in the writ petition. It was stated that, though there were substantial members, only few members had collected their identity cards because of various reasons including logistical reasons, since the area of operation covered long distance areas. Accordingly, 1247 members had obtained photo identity cards from the special officer. After the entire exercise under special officer, it was resolved to take steps for conducting election. Accordingly, by Ext.P4 proceedings of the 9th respondent, election was conducted on 21/2/2016 on the basis of the registers of membership and form 6B registers prepared under the supervision of special officer. The writ petitioners and the other members of the Director Board including the 6th respondent were elected in the election so held. Only 1247 members could vote in the election conducted on 21/2/2016. The election was conducted after notification in two daily news papers. Thereafter, the other members have not come forward with their photographs. If they had come, they would have been issued with ID cards.
