It is the case of the petitioner that several families of Karithura Ward in Chavara Panchayat surrendered their properties to the 5th respondent, viz., the Indian Rare Earth Limited, for mining activities and for extracting valuable minerals. Two list of workers were prepared at the instance of the 5th respondent, for engaging in the mining activities, viz., general list (list of unskilled workers) and I.T.I. List (list of skilled workers). The 5th respondent and its officials have excluded the eligible family members of those who surrendered properties to the 5th respondent for mining. Hence, the matter was taken up with the 1st respondent and as directed by the 1st respondent, on 01.04.2008, the 2nd respondent chaired a meeting of all concerned including the officials of the 5th respondent and the representatives of various Trade Unions and considered the complaint and accordingly, Ext.P1 decision was taken to revise the criteria. On the basis of Ext.P1 decision, the Committee so formed has finalised draft proposal fixing criteria for revising the lists, viz., general list (list of unskilled workers) and I.T.I.
