The petitioner states that he is the absolute owner in title and possession of property having an extent of 95 cents comprised in Sy Nos. 84/4-1,4-3,4-4,4-5,84/7-1,7-2,7-3,84/8,84/11 of Chunakkara Village. He submits that he has filed an application before the revenue authorities seeking to effect mutation of the property. His grievance is that the respondents are refusing to consider the application in accordance with law.
