JUDGMENT

Ravikumar, J.

The above DBP was suo motu registered based on the complaint regarding failure to maintain properly the toilet blocks in Thrikkakara Temple under the Travancore Devaswom Board. Evidently, the deplorable state of affairs pointed by the complainant led to the registration of the DBP.

A statement was filed by the learned Standing Counsel for TDB on behalf of the respondent. It is stated that the running and maintenance of the comfort station in Thrikkakara temple was given, earlier, in auction on yearly basis. However, due to Covid-19 pandemic situation auction was not conducted. It is also stated that mostly, the toilet block was being used by the people turning up for attending the marriages in 'Thiruvonam' Auditorium. Only, very limited number of marriages were conducted in the auditorium during the last year and therefore, the toilets remained unused. It is also stated therein that water from the bore-well is being used in the toilet complex and it is muddy. The colour change of the tiles and

sanitary wares in the toilet block was due to the said nature of the water from the bore-well. It is also stated that toilets are now being cleaned and being maintained by engaging workers. The aforesaid recital contained in the statement is recorded. We are of the view that the Administrative officer shall have to take appropriate decision to ensure that the toilet complex is being cleaned and maintained properly.

By recording the aforesaid statement and with the said observation, the DBP is closed.
