Petitioners claim to be visually impared persons. Their complaint is that despite provisions contained in the Government Service Conduct Rules several of the Government employees are holding the post of Office Bearers in the Kerala Federation of Blind- 5^th respondent. Pointing out this petitioners have submitted Ext.P4 representation before the 1^st respondent.

Therefore, the Writ Petition is disposed of, directing the

1^st respondent to consider and pass orders on Ext.P4 representation, after affording an opportunity of hearing to the petitioners and parties who are likely to be affected within a period of three months from the date of receipt of a copy of the judgment. Hearing can be held by any electronic mode.
