that, it was done by the Kho Kho Federation of India, which is the competent authority, regulating and controlling the State Associations in the country. In Ext.R2(a) order issued by the Kho Kho Federation of India, reasons are assigned for disaffiliating the appellant association and appointing the Ad hoc committee for the purpose of controlling and regulating the sport of Kho Kho in the State of Kerala. Moreover, we find that, once the association is disaffiliated by the Kho Kho Federation of India, the State Sports Council may after giving Sports Association an opportunity of being heard, withdraw its recognition on the grounds stated thereunder. If the affiliation of a State Organisation is suspended by the National Association or Federation concerned, the State Sports Council is duty bound to suspend the recognition of that sports organisation as an interim measure. So also if the concerned National Association or Federation concerned, has perpetually cancelled the recognition or nullified the affiliation of the State Organisation, then the Sports Council is duty bound to withdraw its recognition. Moreover, from the pleadings put forth by the parties, we also understand that, the election was conducted by the appellant association on 22.7.2019 without the presence of any Observer of the Kho Kho Federation of India and further that, only three districts were participated in the election of State Association.
