submitted that while submitting the application there arose some technical error in the website as a result of which petitioner was unable to upload her qualification of Bachelor's Degree in Library and Information Science. Therefore she should be permitted to participate in the selection process. The learned counsel however fairly submitted that a Full Bench of this court in Kerala Public Service Commission V. Reshmi K.R. and others (2019 (5) KHC 875) after considering the relevant aspects involved in the matter observed that, when instructions are made known to the candidates properly, without any ambiguity and with due clarity, it was incumbent on the candidates to abide by such instructions strictly. Learned counsel however pointed out that Full Bench further indicated that in a case where the defects occurred on account of any technical errors in the server of the PSC, which is beyond the control of the candidates, a relaxation can be given. It is therefore argued that this is a case in which there was technical error in the website of the KPSC in which event the petitioner should be given the benefit to correct the aforesaid mistake.
