the P&T Civil Sub Division, Thiruvanathapuram and was subsequently posted at the Telecom Civil Circle and his service was utilised as Jeep Driver. While so, in December, 1992, a departmental car was sanctioned for the Telecom Electrical Circle, Thriuvananthapuram and the applicant was engaged as casual driver. Under Annexure A5 proceedings, four posts of Jeep Drivers were sanctioned by the Ministry of Communications. One among the four posts was at the Telecom Civil Division, Thiruvananthapuram. The posts were created on temporary basis up to 28.2.1994, with effect from the dates the posts are filled up. The existing casual drivers in the concerned Division/Circle were to be appointed to the posts. As the applicant was not appointed against the sanctioned post of Driver, he filed O.A.No.470 of 1993 before the Central Administrative Tribunal. The original application was allowed under Annexure A6, directing the respondents to fill up the sanctioned post by appointing the applicant on a provisional basis at least till expiry of the period of sanction. It was also made clear that after the expiry of the sanctioned period, the respondents are free to conduct regular selection in accordance with law, as per the recruitment rules.
