The petitioner, a lady aged 63 years, had submitted an application for the inclusion of her name under the Indira Awaas Yojana, seeking financial assistance for re-construction of her house. Based on the application, the petitioner's name was included in Ext.P2 list. When the petitioner was kept in the dark about the action taken pursuant to the inclusion of her name in Ext.P2 list, she submitted an application under the Right to Information Act (RTI) and as per Ext.P3, the petitioner was informed that the financial assistance for the purpose of construction of houses have been considered by the Grama Sabha of the Karimba Grama Panchayat and that the amount would be disbursed based on seniority. According to the petitioner, she was not disbursed with any amount, nor was she informed regarding the action taken to consider her claim. Therefore, the petitioner submitted Ext.P4 application on which also no decision was taken. Hence the petitioner approached this court, seeking the issue of a writ of mandamus directing the 2nd respondent to dispose of Ext.P4 representation within a time frame.
