The limited prayer made by the learned counsel for the petitioner, when this matter was taken up for hearing, is for a direction to the first respondent to consider Exhibit P3 application. Exhibit P3 is an application filed by the petitioner under Rule 8 of the Kerala (Scheduled Castes & Scheduled Tribes) Regulation of Issue of Community Certificates Rules, 2002 seeking verification of the community certificate issued to the fourth respondent.

Having regard to the facts and circumstances of the case, I deem it appropriate to direct the first respondent to consider and pass orders on Exhibit P3 application filed by the petitioner, as expeditiously as possible, after affording the petitioner as also the fourth respondent an opportunity for hearing, within four months from today. Ordered accordingly.
