govern the field. It is also contended that there is no public interest or exigencies of administration to justify the issuance of the impugned transfer order. He would further contend that many senior incumbents in the post of AFO (Assistant Finance Officer) are serving in their respective stations for many years altogether and that they have not been transferred, whereas the petitioner, who has assumed the promotion post of AFO in February 2016, has been subjected to the impugned transfer issued on 9.8.2016. It is also averred that the petitioner's family consists of his wife, who is working as a teacher in Kayamkulam, and one daughter, aged 20 years, who is undergoing studies for B.Sc.(Nursing) at a nursing college near Kattanam. It is pointed out that the petitioner has set up his residence in Mavelikkara in Alappuzha district and his family responsibilities will be seriously affected, if he is posted and transferred to Kottayam District. Aggrieved by Ext.P-1 transfer order, the petitioner has submitted Ext.P-3 representation dated 11.8.2016 before the 2nd respondent Chief Engineer (Human Resources Management). It is in the above facts and circumstances that the petitioner has filed the instant Writ Petition (Civil) with the following prayers:
