This writ petition is filed challenging Exhibits P9, P10 and P11 orders of the Government. It is submitted that the petitioners were appointed as High School Assistant (Natural Science) in two retirement vacancies on 1.6.2011. The said appointments were approved by the Director of Public Instruction by Exhibit P7 proceedings. However, on a revision petition preferred by a teacher, who was appointed as High School Assistant (Social Science) with effect from 1.6.2010 and whose appointment had not been approved, Exhibit P9 order was issued by the Government on 17.1.2014, whereby Exhibit P7 proceedings were set aside and the District Educational Office, Chavakkad was directed to approve the appointment of the petitioners also as High School Assistant (Natural Science) with effect from 1.10.2011 instead of 1.6.2011. It is submitted that the petitioners were not put on notice, nor were they heard before Exhibit P9 order was passed. Though the petitioners had preferred review petitions before the Government, by Exhibit P10 order dated 17.6.2014, the said review petitions were rejected and by Exhibit P11 letter dated 21.6.2014, the excess pay drawn by the petitioners was directed to be recovered from the officers who had approved the appointment of the petitioners.
