It was much later, that the directions were complied with, when the Bench observed that there was failure on the part of the State in sending the proposal on time. That apart, during the course of hearing, some suggestions were put forth and a counter affidavit was also filed by the applicant/first respondent therein on 11.01.2008 stating that he had no objection, if the Selection proceedings were confined to the three vacancies of the year 2006, in the manner as specified therein.
