This writ petition is filed challenging Exhibit P5, which is a list prepared for grant of LPG distributorship in physically handicapped quota. It is submitted that pursuant to Exhibit P1 notification, the writ petitioner had applied and had been included as the person having the highest marks and eligible for the distributorship by Exhibit P2. The fourth respondent in the writ petition had challenged the rejection of his candidature and by Exhibit P3 judgment, this Court directed the claim of the fourth respondent to be considered. The petitioner, who was the second respondent in that writ petition, was also directed to be heard as regards the contention raised by the fourth respondent and a decision was directed to be taken in the matter. However, the petitioner claims that no hearing or notice was given to him. By Exhibit P4, he was asked to appear at the office of the Chief Area Manager at Kochi on 19.2.2009.
