and payment of wages and there was no response and that out of the total amount of US $ 24,299.40 (in respect of his claims covered under Wage Account Form dated 28.2.2013, 31.3.2013 and 20.4.2013), he had received payment of only a paltry amount US $100 with the promise that his wages will be settled soon. That ever since his signing off from the vessel on 20.4.2013, he has been persistently contacting the competent authorities of the 3rd respondent, who in turn instructed the petitioner that it is the 4th respondent, who is the new agent acting on behalf of M/s.NOS Ship Management Pvt. Ltd., who is said to be the owner of the above referred foreign vessel, “Iron Monger 3”. Since there was no response either from respondents 3 or 4, the petitioner was constrained to approach the competent authorities of the Mercantile Marine Department (MMD), Kochi and had filed formal complaint as per Ext.P-2 dated 22.11.2013 before the Grievance Redressal Officer of that Department for redressal of his grievances in the matter of the above said non-payment of wages. That the Mercantile Marine Department as per Ext.P-3 letter dated 3.1.2014 had forwarded his grievance redressal form to the 3rd respondent, who, in turn merely informed the office of the Mercantile Marine Department that R-3 had already forwarded the petitioner's
