J U D G M E N T
The petitioner has come up before this court alleging that the respondent has not complied with the directions in the judgment. A detailed counter affidavit has been filed by the Secretary of the respondent Panchayath. Along with the counter affidavit the respondent has appended Ext.R1 (b) which is the final decision taken by the Secretary of the Panchayath.
As there is substantial compliance the Contempt Case is closed. However it shall be open to the petitioner to challenge Ext.R1(b) if he is really aggrieved by it taking up all the contentions available to the petitioner.
