Petitioner is a small scale industrial unit engaged in printing and allied works in the name and style 'M/S Lalgy Printers'. Petitioner is having a three phase electric connection under LT-IV tariff vide Consumer No.7416 with a connected load of 2.91 KW. Another service connection with Consumer No.10164 was also effected as requested by the building owner under LT VIIA tariff for commercial purpose with connected load of 6KW. Later, on the request made by the petitioner for disconnecting Consumer No.10164 after annexing connected load and deposit in Consumer No.7614, KSEB effected the same accordingly. Thus the amalgamated connected load became 9 KW. Petitioner challenged Exts.P6 demand and P7 notice issued by the Board demanding an amount of Rs.57,613/- for unauthorised additional load before the Executive Engineer and later in O.P.9903/02. The original petition was disposed of by this court with a direction to the third respondent to consider and pass appropriate orders in the matter. In the meantime, instead of LT-IV bills LT-VII bills were issued. This was challenged before this court in O.P.14125/02 and the case was closed relegating the petitioner to prosecute
