The petitioner is the proprietor of Deena Ice Plant, the consumer number of which is 7016. The Anti Theft Squad conducted an inspection on the factory premises on 17.08.2005 and noted that one of the three phases is not working. The 3rd respondent issued Exts.P2 and P3 additional bills demanding 50% of the energy consumed during those months on receipt of the mahazar prepared at the time of inspection by the A.P.T.S. Aggrieved by the same, the petitioner preferred W.P.(C) No. 27325 of 2005 before this Court. This Court as per Ext.P4 judgment dated 22.09.2005 directed the petitioner to file an appeal against Exts.P2 and P3 before the 2nd respondent and also directed the respondent to deposit a sum of 20,000/-. Even though the petitioner has complied with the directions in the judgment, he was issued with Ext.P5 letter stating that if the amount mentioned in Ext.P3 is not paid on or before 12.10.2005, the electricity connection will be disconnected.
