The High power committee, however, declined to approve the first respondent's appointment because the same was done in violation of the ban order issued by the Government. The Government has now stated that even for appointment of Junior Lecturer, minimum 16 hours teaching is required whereas when the first respondent was appointed the working hours available in the junior College was only 7 hours. Even though Pre-Degree was completely delinked from 3rd respondent College from 2001 onwards, the first respondent's appointment as Junior Lecturer did not get the approval. However, the first respondent's case is that for 2001-2003 he was retained in the College which did not have Pre-Degree course.
