On verification of the Service Register of the petitioner, it is seen that the petitioner worked in various office due to his transfer. But the relevant entries made in this effect in Service Register is incomplete. Hence the Service Register of the petitioner was sent to the office of the Special Tahsildar LR, Tirur from where the petitioner transferred to this office. The Special Tahsildar LR Tirur, returned the Service Register to this office after making entry regarding the date of joining of the petitioner and stated in his letter No.A1.264/08 dated 12.3.2009 that there was no record in that office whether the petitioner is paid pay and allowance during the period which he worked in that office. This office addressed the District Collector, Malappuram to seek the orders regarding to drawal and disbursal of arrears of pay and allowance due to the petitioner for the above period and requested to intimate the details of the liabilities, if any, pending against the petitioner. Since the entries made in the Service register of the petitioner is incomplete and also the leave period taken by him was not regularized, this office was not in a position to draw and disburse the arrears of pay and allowance in time. It is stated that this office has taken urgent steps for collecting the service details of the petitioner and also initiate steps to regularize the leave taken by the petitioner and pay and allowances due to the petitioner will be drawn and disbursed at an early date.
