JUDGMENT
The learned counsel for the panchayat states that as of now, a new pipe has been placed and that immediately after the rainy season, the panchayat will put up a culvert. This has to be done in a war-footing, since the paddy fields in that area cannot be permitted to be ruined. The District Collector will ensure that the panchayat does the construction as stated above and reports immediately by the end of April, 2010. The Secretary of the panchayat will file an action taken report in the aforesaid regard before the Registrar General of this court before 15.5.2010. It needs to be emphasized that no excuses shall be heard for any delay in the aforesaid matter, having regard to the time frame already fixed. All other issues left open. Writ petition closed accordingly.
