JUDGMENT

Petitioner is one among the legal heirs of the original applicant in S.M No.388 of 1992 on the file of the Deputy Collector, Land Tribunal, Kannur. Proceedings are pending for the last 1 ½ decade is canvassed by the learned counsel for the petitioner for issue of a writ, direction/order to the tribunal for an expeditious completion and disposal of the proceedings. Learned Government Pleader appeared for respondents 1 and 8. After ascertaining the present stage of the proceedings, the learned Government Pleader submitted that as the post of the Revenue Inspector remains vacant and since an order had been passed for collecting a report through the Revenue Inspector which is vital for consideration of the issues involved in the proceeding, there is some delay in its completion. It is submitted by the learned Government Pleader, even now the post of the

Revenue Inspector remains vacant, and so much so, there is delay in getting the report ordered. The District Collector, Kannur is directed to look into the matter and see that the service of a competent officer in lieu of the Revenue Inspector shall be extended to the land tribunal for procuring the report ordered in the proceedings so that the proceedings can be completed on an early date. The tribunal shall also address the District Collector on receipt of a copy of his report to get the service of a competent officer in case no Revenue Inspector is posted to conduct the inspection and to file a report as mandated by the provisions

of the Land Reforms Act. The tribunal shall make every endeavor to complete the proceedings within a period of four months and report compliance to this court after the expiry of that period. Writ petition is disposed as indicated above.
