JUDGMENT

The petitioner constructed a building. The first respondent is refusing to number the building on grounds relatable to certain objections which have to gain attention of the competent authority, namely, Coastal Zone Management Authority. Ext.P5 is stated to be pending before the second respondent. Hence, without expressing anything on merits, this writ petition is ordered directing that the second respondent will take up Ext.P5 and decide thereon within three months from the date of receipt of a copy of this judgment. In the meanwhile, the first respondent will consider provisionally numbering the building so to enable the petitioner to OCCUPY it provisionally and also to obtain supply of electrical energy, drinking water etc. on
