ORAL JUDGMENT

The present intra Court appeal has been filed impugning the judgment and order dated 13.01.2026 passed by the writ Court in W.P.No.17636/2025 filed by the respondent No.7 herein.

Respondent No.7 herein filed the writ petition seeking the following prayer :-

" Wherefore, it is most humbly and respectfully prayed that his Hon'ble Court may be pleased to:-

i. Issue a Writ of Certiorari to Quash the Impugned Endorsement bearing no. AA. (F.E.C.C.M)/P.R/479/2025-26 Dated 02.06.2025 issued by the 4^th respondent Vide Annexure-X to the Writ Petition and

ii. Issue a Writ of Certiorari to Quash the Order Bearing No.V.AA.(A.P. A.&HA.Y.NI)/PR/494/2025-26 Dated 04.06.2025 passed by the 4^th respondent no.4 vide Annexure-X-1

ii. Issue a Writ of Certiorari to Quash the Impugned Order Bearing no. V.AA(Appellate Authority.PA&HA.Y.NE)PR/146/2024-25

Dated 30.07.2024 passed by the 4^th respondent debarring the Petitioner from participating in BBMP tender for a period of 3 years i.e Vide Annexure-P to the Writ Petition

iii. Issue A Writ of Certiorari to Quash the Impugned Order Bearing No.HD 57 PCE 2024 BENGALURU Dated 15.06.2024 passed by the 1^st respondent vide Annexure-J to the Writ Petition

iv. Issue a Writ of Certiorari to Quash the Impugned Orders Bearing No.HE.SA.NITHOPA)/PR/16/2024-25 Dated 19.06.2024 and Order Bearing No.HE.SA.NI(THOPA)/PR/41/2024-25 Dated 19.06.2024 passed by the 5^th and 6^th respondent Vide Annexure-K & L respectively

v. Grant Such other Relief/s as this Hon'ble Court Deems fit under the facts and circumstances of the case, in the interest of justice and equity including costs and Damages."

The appellant, who has no concern with the lis filed an application to get himself impleaded in the writ proceedings. The learned Single Judge in paragraph No.12 of the impugned judgment dismissed I.A.No.2/2025 filed by the appellant herein with the following observation:-

"12. As stated earlier, the participation of the proposed respondent, is unnecessary as the issue revolves around the validity of the certificate obtained by the petitioner and the consequences following therefrom. Hence I.A.2/2025 filed by the proposed respondent is rejected."

We fail to understand that how the appellant could have intervened or got impleaded in the writ petition filed by respondent No.7, which sought reliefs as mentioned above.

We find no merit in this writ appeal, which is why it is

dismissed .
